About the role

We are hiring a Technical Manager to lead traffic control device design and elevate delivery quality across Virginia and the Mid‑Atlantic. The ideal leader combines deep plan‑production expertise in MicroStation and OpenRoads Designer (ORD) with the ability to mentor teams, manage scope and budget, and serve as Engineer of Record on complex transportation projects.

What you will do

  • Lead development of temporary and permanent traffic control device plans, including traffic signals, signing and pavement markings, lighting, ITS, and maintenance of traffic (MOT/TMP) in accordance with state standards and MUTCD.
  • Direct multi‑disciplinary teams to produce complete construction packages, including plans, quantities, technical specifications, cost estimates, and schedules.
  • Coordinate with roadway, structures, drainage, utilities, systems, and external agencies to ensure design integration and compliance.
  • Serve as Project Manager or Engineer of Record, preparing and approving design documentation, technical calculations, submittals, and responses to comments.
  • Establish and enforce QA/QC procedures, design checklists, and constructability reviews.
  • Mentor and develop engineers and designers; build training pathways in MicroStation and ORD production.
  • Support client engagement, scoping, level‑of‑effort development, and proposal strategy for new traffic engineering opportunities.

Required qualifications

  • Bachelor’s degree in Civil Engineering or related field.
  • 10+ years of progressive traffic engineering design experience, including staff leadership and project delivery.
  • Professional Engineer (PE) license.
  • Expert proficiency with MicroStation and OpenRoads Designer (ORD) for plan production and annotation.
  • Comprehensive knowledge of traffic engineering standards, policies, and procedures; proficiency applying MUTCD and state supplements.
  • Demonstrated ability to prioritize and deliver multiple concurrent projects within scope, schedule, and budget.
  • Strong communication skills with experience leading client and stakeholder coordination.

Preferred qualifications

  • Direct experience delivering work for VDOT and one or more of NCDOT, SCDOT, GDOT, or FDOT, as well as municipalities.
  • Experience managing on‑call contracts and task orders.
  • Working knowledge of ProjectWise, InRoads, and AutoCAD for coordination and review.
  • PMP or similar credential.

Work location and travel

  • Based in Fairfax, VA with hybrid flexibility.
  • Occasional regional travel for meetings, field reviews, and construction coordination.
